Follow the Money: AGA Spent $800,000 to Lobby Congress during the First Quarter of 2008
According to a report in Forbes, The American Gaming Association, the trade group that represents major land-based casinos throughout the country, spent $800,000 in the first quarter of 2008 to lobby Congress about Internet gambling legislation and other issues.
The AGA is the driving force behind a proposal to mandate a federal study of licensing, regulating and taxing Internet gambling, and another proposal to license companies that accept online bets.
How much does it cost to get a law overturned? We’ll find out when the final tally is posted if and when AGA is eventually successful in seeing a study of online gaming conducted, and the results of that study used as a wedge to overturn UIGEA, license, and regulate online gaming in the United States.

It all comes down to money. Lobbyists control everything that happens in Washington.
I am always suprised that the governments wouldn't want to license and regulate internet gambling so they can get their hands on the taxes. Anything that the Feds can tax, they seem to love.
